Staffing and Planning Manager

About The Role

London Stadium are looking for a Staffing and Planning Manager to join the Safety team and to oversee the safety planning, staffing and delivery for all their allocated events at London Stadium.  

In this role you will:

Lead the planning, coordination, and delivery of event staffing and operational readiness for allocated football and alternative events at London Stadium. The role ensures that all events are appropriately resourced, compliant with the stadium’s Safety Certificate and Event Safety Management Plans, and delivered safely through effective rostering, deployment planning, and cross-functional coordination.

Key Responsibilities

Some of the key responsibilities for the role holder will be:

  • Plan and manage eventspecific staffing models for allocated football and non-football events.
  • Develop and maintain stewarding and event staff system Venue Aware (VA), ensuring coverage meets risk profiles, safety certification, and event licensing requirements.
  • Coordinate staffing levels across safetycritical roles including stewards, supervisors, response teams, and specialist functions.
  • Manage changes to rosters in response to late operational updates, risk changes, or contingencies.
  • Translate risk assessments and operational plans into practical deployment models and schedules.
  • Act as the primary liaison with stewarding contractors and staffing suppliers for allocated events.
  • Support the Deputy Safety Officer during live events, including attendance in the control room when required.
  • Monitor staffing deployment, performance, and resilience during events.
  • Support workforce planning to ensure sustainable coverage across the event calendar.
  • Identify staffing risks, gaps, or trends and escalate to the Deputy Safety Officer with mitigation proposals.
  • Lead postevent staffing debriefs and contribute to lessons-learned processes.
  • Review and improve staffing models based on crowd behaviour, incident data, and event feedback.
  • Support training needs analysis in collaboration with the other Staffing and Planning Manager.

The ideal candidate will have a strong understanding of event staffing and operational planning expertise with organisational and rostering skills. They will be able to manage multiple events within a rostered environment.
